what CPU do you have? If you have intel I know that you can go into your 3d settings and change to use multiple cores to help the physx load on the GPU that's what I did with my nvidia card and I am getting an average of 5-8 FPS more in nearly every game I play.

How do I go about doing this? Also if I do, will it put any more unnecessary strain on my CPU?

You cannot do this on an AMD card, well, not as easily, nor is it worth it, since you are being CPU bound anyway.

You are simply being limited by your CPU, It is normal in this type of game, in busy area's. Only a very small percentage of players get better performance in congested situations.

There is nothing wrong with your card or CPU. Your frame rates seem completely normal for those situations.

Using an SSD would also help (with OS + game installed on it). However, will not increase frames but it will make things around you load smoother and not lag or take a long time to appear.

*I custom build gaming PC's for a living, and i can tell you it is a common complaint from nearly everyone expecting 'high fps' in all MMO situations, it just does not happen without heavily overclocking the best CPU's and only happens on HEAVILY optimized MMO graphics engines, it also depends on the MMO's servers (yep, lots of people dont know this).

That's not what I wanted to hear, but it's definitely what I needed to hear. Thanks for your advice and everyone else as well!
