Cant get quests anymore

Split to 2 post bcz stupid character limit

I lvled Conjurer to lvl15 and finished class quest them moved to Uldah after changed to arcanist bcz my friend playing gladiator and I wanted grind lvl with friend.

We did city quest and lvl5 class quest then moved to western thanalan.
did field quest up to silver bazaar and reached lvl8 then there were no more quest at silver bazaar. moved to horizon got 2 quests and couldnt get reward bcz our lvl is not lvl10.
We tried to find out other quests in western thanalan and central thanalan, but there are nothing. no quests for us at all.
I saw some quests in black brush station when my lvl were lvl5, but that quest are disappeared.

Is it normal or we got bugged?

I have character on Sarganatas and lvled thaumaturge up to lvl16 then changed to conjurer and made lvl11 without any stopping by no more quest.
Made new toon on JP server bcz NA server condition.
However, happened this situation and it makes me really no idea what should I do.

Actually, I can see tons of quest at limsa lominsa, but no more quest at uldah...
I really want to know what happened to me and my friend.
