Poor FPS with high-end rig?

I'm suffering from computer shut down atm,but no sign of over heating,very frustrating when there is no obvious problem lol. But I've just ordered some upgrades that will improve my FPS and overall performance.

- CPU: Intel Core i5 4570 (Haswell) 3.2GHz Quad Core CPU with 3.6GHz Turbo enabled
- Motherboard: MSI B85-G43 (Socket 1150) DDR3 Motherboard
- RAM: 8GB 1600MHz Dual Channel DDR3 RAM
- MSI GeForce GTX 670 OC Twin Frozr Power Edition 2048MB with NVIDIA: Splinter Cell Blacklist Game - FREE with NVIDIA GTX 660, 670, 680, 760, 770 & 780 graphics cards ONLY!!

I really do hope these new parts improve this game because it's beautiful to look at.

Certainly sounds like a nice rig. What are you running now?

I get:

Low fps on high settings high-pop servers.

High fps on high settings on low-pop servers

High fps on normal settings on any server.

GTX570 latest drivers blah blah blah.

Here's the weird thing... if I alt-tab out and back in my vid card goes down to 2D mode until I reboot my machine. Power settings are always on, etc. I'm definitely not new to vid card configs.

Atm I'm running phenom ii x4 850 @3.5Ghz, 8gb RAM, GTX 460 1gb SLI, very average system, Was a great gaming rig when I bought it but it's getting very outdated with the current games coming through. Had a great few years with it,never let me down but I think it's time to trade in for a better setup
