You're not getting it, either. This isn't stated in the character creator, so the only way to know is through info only available outside the game. It's an easy mistake to make, and for 1.0 imports, unfixable.

Some of us care about story/lore and it's a big reason we play. We're playing ARR for the first time, but we'll NEVER get to experience the opening quests in the cities we love with the 1.0 characters we love. Our profiles matter, too.

Restarting in another city was possible in FFXI but is curiously not in XIV. It would be easy to implement by requiring the player to travel to a city and unlock a job there in order to restart the main quest there.
