Same thing happened to me, I was zoning from the lower to upper decks in Limsa and I got 90000 during the zone. After attempting to log back in I got the server is full [error 1017] I decided to reset my PS3 after receiving the 1017 and as I come back to the server selection I'm getting "Unable to update NA/EU Character List"

I bet sqex is annoyingly frustrated with whoever is hosting the NA/EU servers because it seems like most of the issues are coming from them. While as far as I'm aware the JP servers haven't been having nearly as many issues.
