The main issue beta didn't have this issue is because they limited how many people could join. The first few weeks of beta were horrible due to the servers crashing as soon as they were opened up. They fixed that problem, and the beta ran very smoothly after that. The servers appear to be set to allow a set number of people on, then put the rest in queue up to a point. After that point it seems that the queue is full, and the rest are left with that error until a spot opens up in the queue.
