Excalibur full

My friend and I pre purchased the game last night and were planning to play together. Everything went fine for me but she was getting the error 3 for hours past the 2am launch. By the time she finally got in the game Excalibur was full. I would normally just jump to an open server but we have many friends on Excalibur and that's honestly not an option. What classifies a server as full? Is it the amount of characters linked to that server or the amount of players currently playing on it? I'm torn between telling her to just wait it out without being sure she'll ever get on the server or just getting our refund. What are my options?

Yes, usually there are too many players on the server at that time. I would continue to try. This morning was in queue to log on.
