I'm having the exact same issue, only that I'm from Asia country.. the connection is excellent and I have no problem doing anything before 27th , since yesterday night.. the game was running in unplayable lag.. sigh

The same issue here, on Midgardsormr. The receiving drops down to 0 and everything lags for the longest time. Especially in the middle of hunting. I dread the first dungeon I do.
Having this problem today as well. I'm from the Asia region and am playing on EU.
Why EU you ask? Because my mates are there and I've NEVER had a problem playing it smoothly until recently. It's really shitty to walk into the last boss of the dungeon and freeze for 30 seconds (lag-wise) at a time, unable to interact or cast spells; knowing that you'll be dead by the time the first lag wave is over.
Any official confirmation on this would be good.

So I quickly made a new character in JP, played with no delays or unresponsiveness whatsoever.
Swapped back to EU to check if it's my net and the delays happened again almost instantly.
Now what?
I am also from Asia and having the same issue. Latency is horrible and been disconnecting almost every 30 minutes.

It has something to do with the server reaching a specific capacity of people in the area, when this happens your client to server interactions start exhibiting traits of a P2P file sharing application, most ISP's either block or throttle this traffic, thus you get the laggy / DC experience. This is a problem both with the FFXIV server and your ISP.
Looks like the lot of us will have to populate JP servers to get them to make a move? Haha
