Make sure you check that it's not your sound set up first. It wouldn't hurt to run a sound check to make sure you can hear every channel being played especially if you are running a set up that uses more then 2 channels.
Someone I know couldn't hear voices in some of the cut scenes that had them because they had Maxtix mode enabled with their Logitech speakers and disabling that fixed it.

The very few voice overs I have heard in this game are nice. I do not mind going back to reading after playing SWTOR. With pretty much everything voiced over it was getting old quick. Just my opinion.

I noticed this. When, and where a character is voiced seems really random. Some "main story" missions are completely devoid of it, sometimes half way through the cutscene, someone will finally be voiced. Sometimes a story character will be voiced in one scene, and not the next. Or as in the intro, sometimes a voice over kicks in despite all the NPCs being unvoiced. It's jarringly done, at best.
When I saw how small the client size was, compared to most other modern MMOs (or just PC RPGS), I was concerned about this. It really does seem to be the bare minimum of work in regards to voice work, which is unfortunate, since I rather enjoy the writing and characterization. It would've been nice to have the extra bit of life added to the characters.
<Edit> Well I didn't follow every single interview given, I was under the impression from the handful I read that they were making a big deal about adding voice acting, and that it would cover most cutscenes. Somewhere along the line, did they start walking that back or change the scope of those plans?

It was first planned to bring it only at launch because of the copy-rights. Maybe the voice actors or their managers said that Yoshida can bring it before official launch if he only bring parts of it and the rest after 27th
