    hmmm thiers a few different things... after u finish Ifrit.. the next 3-4 dungeons rely on you level only ... that and opening them at the guard that its located at i believe... to do not take what i say 100% true as im only at lvl 23 i was sure the next dungeon opened at 24... then 27or 28 In P3 it was alot easier to do...

    Pretty sure toto rak the last time we had to level up like this was 25 then you just go talk to the guy at the gate.

    Toto rak is unlocked through the story. Level 24 or so.
