3hrs seems excessive, to fix instance server...but maybe it fried, and needs to be replaced

Theyrde probably adding in new hardware to deal with the excess load. and it likely takes a couple hours to bring extra instance server mnachines u[p and running

Its pretty major given half the story quests take place in solo instances.

Seriously though... Make a JP server account and you will see that there is plenty of room. The problem was labeling the servers by Region/Language (whatever) in the first place.
