NPC/Load issue

So I am not 100% sure if this is correct section to post in however since its a technical issue I would assume so.

My Benchmark score was perfectly fine(good actually), during beta phase 3 and 4 when I played I didn't have this issue. I also think it could possibly be just over load in the early access when this was happening but friends of mine who I was playing with were not having this issue.
The issue is. When I am in a city Quest NPC's and players(mostly NPCs) are taking some time to load. When they eventually load the Quest icon above their head also takes few more seconds to load up. I am also having lag issue when Casting a Spell (which my internet service is fine. I am the only one on my optimum online internet. I also have a open really good router. I have no issues w/ any other MMOrpgs/or online games on my computer. Speed test is great. I also messed with the graphics settings (which during beta phases I had all on Max high settings and the game ran perfectly with no issues). Do hope someone else is having this issue and it isn't just me.

Yeap Paitned Mesa at story line cant return the Q ..
Can anyone fix it or tell us why we cant return the Q? NPC not respond ..

They're having issues with instancing, so any quest that takes you into an instance is having troubles loading.

Hmm says error occurred during event movement .. lol and is only early access ..

Well, servers down now for 3hr maintenance, hopefully all this is fixed when they come back up.

No I am having that issue but I am talking about in a CITY not an instance. When I loaded my character from phase 4 this morning the NPC's who had quests or any NPC's in general take a while to load up. Then once they load up after that the (!) above their head takes forever to load also.

Yeah that and just in general the NPS's take forever to load up..also having horrible lag spikes casting spells. My interenet connection is top speed perfectly fine. Has to be game end

Not asking for a solution here. Just asking for MY particular ISSUE. Where the NPC's wont load that fast(whether in an instance or in a CITY location like mine was in) and after taking forever to load it also takes forever for the quest icon above their head to load to start the quest chain.
