Character transfers?

The server that all my friends play on is locked. If I roll on a different server will I be able to transfer at some point? Even if I have to pay to do so?

I beleive there will be an option to purchase this feature later on. Not sure when or how much it costs though.

Q: Are you planning to have a world transfer service?
A: As this is a game with world barriers, there are a variety of situations that may arise. You could meet a friend that happens to play XIV, but your servers are different and you want to play together. Or you could make a friend while using the Duty Finder and wish to switch over to their world, so we'll be providing a world transfer service for these occasions. This will be a fee-based service that will allow you to transfer to the world of your choice, and it will be possible to transfer up to 8 of your characters. We plan on launching this service around 2-3 weeks after launch.

My question on this is ... If the server is locked how is it that I will be able to transfer my Toon from another server but I will not be able to create a new Toon from scratch on that server.?
I think this is we all want to know and not if the transfer service will be implemented or not.

The character creation lock is only a temp messure. When I tried to create my character in p4, my server of choice was locked. About an hour later, it was open. People have been waiting for months for this game to come out, so everybody probably got up as soon as it went live to get started. It will die down, and trust me, when it's time to pay that cash, I'm sure you will see a great reduction in people playing this game. So I would create someone now in a new server, level him up, then transfer later so you still progress while you wait.

Do we know if there will be restrictions on legacy player transfers to non legacy servers?

I think Legacy players get the option to transfer to a non-Legacy server 6 months after launch.
