Unable to create new character when I already have a character on server

Unable to create new character when I already have a character on server. Not sure why that is because technically I already have a slot on this server. I can't have 2 characters online at a time, not sure why I can't make a new one because of that

it wont let me create a second character either, only i'm trying to make it on a different server entirely. very frustrating seeing as i want to start fresh

*Update: i restarted the client and i am now able to make additional characters

I was able to create two characters on Balmung today with no problem.
