Steps:
1. (Done in phase 4: use legacy chocobo whistle. use goobbue horn. Both items become actions as expected.)
2. Open Actions & Traits window.
3. Go to Mounts section.
4. Activate Goobbue mount.
5. Game says "Unauthorized to summon mount" and nothing happens.
6. I have the same issue with Legacy Chocobo.
7. New character on Ultros world (Samsae Zhonets) has the same issue with Legacy Chocobo.
8. Also gives same error if I put the action in the hotbar and try to use it from there, for both characters.
9. Character Santori could use Goobbue mount in version 1 and in beta phase 3.

Same for me I made a help ticket .. reply was move the traits to your bar.. Well that is the problem they do nothing now except for the unautherised message. worked fine in Beta 3 so something changed in Beta 4 and EA which is broken.
