    I think the conclusion from Phase 4 is that you have to get (or in some cases re-get) your chocobo license in order to ride any mount including the goobbue. Some people were lucky enough to have their's maintain from 1.0.

    Chocobo license was to get a chocobo from GC in 1.0.
    To ride a Goobbue you never needed one. That's why I've never bothered to get one in 1.0 and still could ride it.
