    I also have this issue on Legacy Chocobo and Goobbue. I have the icons on my tool bar and also in the actions menu under "mounts" after using both items, yet they remain greyed out and unselectable. I get the "unauthorized to summon mount" msg when I click on either action.

    ITEMS FOR BOTH MOUNTS WERE USED CORRECTLY
    AND TAKEN FROM ACTIONS TAB
    AND PUT ONTO TOOLBAR WHERE THEY ARE GREYED OUT.

    Steps:
    1. Used Item for Legacy Chocobo and Goobbue Mounts.
    2. Item appears in Actions panel and dragged it to toolbar but is always greyed out.
    3. When clicking to use the Legacy chocobo or Goobbue, an error message "Unable to authorize mount" appears on my screen. This also happened in Phase 4.
