You can move your minimap where you want, and you can move the full map where you want too. You just can't have it appear or disappear on the fly.

When i looked at the UI page in the HUD editor all of the shapes looked like they were just stacked in there with no order

There are a lot of hot bars you can activate (I use a grid of 2x2 in the center bottom, and 2 vertical bars on the side) as you need them. Position doesn't matter until you activate them.
