Two question?

One: Is anybody getting a Update error asking you to restart the client it happens about half thru download?

and 2: is Early access code also the pre-order code with the in game goods?

1) No my update worked no problem, downloaded and installed in about 30-40 mins.
2) yes pretty sure

Regarding the 2nd question, there are two codes. The first one you receive with your pre-order in the confirmation email (xxxxxx-123-xxxxxx-123). Once you enter that code in the pre-order page, you receive a subsequent 20 digit (PC) or 12 digit (PS3) code. You use that code to register FFXIV to your account as well as your pre-order in game items.

2) I had to enter my pre-order code from the gamestop receipt (18 characters?) at the pre-order site and it then generated a 20 character? code that I had to enter at a different site.

As for the 1, there's a number of problems that could happen. If, when retrying, the problem isn't resolved it's more than likely something on your end. Not bashing on your setup or anything but working with the firewall, executing as an admin, or configuring windows defender could all contribute to problems like that. It's also possible that uninstalling and reinstalling could solve your problem...this is all speculation of course
