I don't know if this was addressed nor did I see another thread inquiring; will all the servers be open at the beginning of Early Access for my wife to create a character on the Legacy server my character currently resides?

I hope yes, anyway, the first weeks after launch will be free server transfer. I think that P4 restrictions on server's character creation was to balance before launch.

Will free server transfer be available at start of EA? This is the first I have heard of free server transfer at all actually and have been particularly curious about it because as a victim of the 3102 error I played P4 on a JP server. Won't be upset if I have to start over cause it is just 3 days worth of work but would be nice to just transfer.

I don't think so, they said after launch, don't know when exactly. I would like to link you where I read it but was at old beta forums...

They most likely will put up more restrictions if the servers are being hammered. Try to get in early!
