Couldn't use mounts during P4?

Was playing P4 the past weekend and was frustrated by the fact that I couldn't ride my Legacy Chocobo or even my Goobbue even on my 44 Dragoon. Is there a new quest in the game that I have to complete to access mounts or were they just deactivated during the beta?

You have to use the item "goobbue horn" and "chocobo whistle" at which point it disappears from your inventory and the corresponding icon appears in your "mounts" tab under the abilities and traits menu. You can equip those icons to your hotbar and simply click them to mount/dismount. If you have done that much and still are unable to call your mounts then there may be a problem. I don't remember if you need to do a story quest up to a certain level to unlock chocobos, however that may very well be the case.

Also take note that until you use the chococo whistle you can't actually ride any other mount.
That's because you only get access to your mounts after the L21 quest wherein you join a Grand Company and can then buy a chocobo issuance, which gives you the whistle.
Thus, without having used the whistle first, no mounts.

Not true. I was able to ride my mounts and I have yet to join a Grand Company.

Thats weird you got to ride yours immediately.. I had used my horn and whistle so that they appeared under my mounts tab and then put them on bar. The problem was if I tried to use them it would give me the error, "Not authorized." It didn't matter on what class or level I tried to use them it would still give me the same error. I had not yet joined a Grand Company.

I had same issue on an alt character, but not on my main one

Well, that's why I was conditioning it to the whistle, because I pretty much could ride my own mounts as well.
However I noticed some people didn't have permission, which was weird. Mayhaps there is something there relating to wether or not you had joined a GC in 1.23?

Maybe, I had stopped playing 1.0 while in the middle of the initial GC quests which you do for each one but never picked a GC. If thats the case then I'll just hop on my Dragoon and do the GC quest in ARR first thing in the morning.

You still owned a GC mount in 1.0 though.

People who didn't do that, can't ride any mount for some strange reason.

Was going to make a new thread, but apparently I'm locked from that. Anyway, I finished the GC quest, and have my chocobo. I can summon it and ride it all I like.

However, when I try to summon it to fight beside me, I get a red message saying "Action not yet learned". I have 50 Gysahl Greens in my bag. Any idea as to what I need to do in order to fully use my chocobo?
