I'm going to assume it was a reference to FFXI's system of getting relics.

XIV's AFv2 is obtained through "Allagan Tomestones" (not the kind you get for melded gear & Seals) Which are shown as capped at 300/week but require in the thousands per piece. Also, from the same NPC that handles the Relic quests.
