Reinstalled the game and got a new error

I couldn't get anything to work, but the thing that FINALLY worked for me was to go into the game's "boot" folder, highlight all the files and uncheck READ-ONLY. For some reason all the files were marked as read-only.

By doing this the launcher/patcher worked perfectly the next time I ran it!

What version of Windows are you using? I have Windows 8 and was having the same problem. I had to go into the FFXIV.exe file and tell it to run in compatibility mode for Windows 7, and it worked perfectly that way.
