    Antivirus Browser Protection, might be the course, heard of BullGuard & ZoneAlarm coursing issues (Other AV's might also be affected), turn off the Browser Protection, not the Antivirus, the Browser Protection.

    Simpler approach

    Try going into the boot directory listed in the error and unblock the .exes. I choose to do them all to prevent future errors (hopefully). Simply right click on the .exe (i.e. ffxivboot.exe) and select Unblock from the menu at the bottom. Worked for me but now the patcher stalls at 140/150mb so still working on that.
