Well i did that, i thought the stats gave same bonuses to my monk so i put 15 points into Dex and other into VIT and STR i thought DEX will give accuracy and crit bonus lol

So you want a free reset for your own mistake when you could have just hovered over the status and read what it does or read bout it on the manual? '-'
You could always read what each stat does before you put points in it. Is it me or is the ARR community always asking for free stuff?

Isn't there a npc that will reset your stats for seals, guild points, or something like that? I thought I remember seeing one in 1.0, or did they remember them completely?
OP, if it helps there will be an in game item the devs have talked about that will allow you to reset bonus stat points on an unspecified timer. Until then, a few points won't make or break your character in any way.
Now, do I think the item should be free? Maybe once as a veteran reward or something, but other than that no.
ACtually there was , you just didn't look for it and assumed that status would have the same effect as they did in 1.0 Its your own mistake and you gotta live with it. AND from phase 4 (where it started to count) when you hover over a status it displays what it does.

1. In Letter VIII, Yoshida says there will eventually be a way to reset points, so this is a temporary problem.
2. There may not be an official "manual" but if you hover over an attribute, you will see the effect of the tribute.
3. Attribute points will make a minor difference in your end-game stats.
