I think they are giving out refunds because people are asking for them. I don't think it's the solution Square-Enix is working on.
12 hours to EA... And nothing... U_U

This is what I'm waiting for. People who are asking for refunds will be sorry, but I don't blame them either. I'm just going to wait.
Was just chatting with Sony ~~ whether or not this is 100% accurate, who am I to tell but it is slightly comforting.
Jessica W.: Hi, my name is Jessica W.. How may I help you?
James Lockwood: Hello, I pre-purchased Final Fantasy XIV ARR the other day, to get early access to the game which starts tomorrow
James Lockwood: however, I am getting an error that says "no service account" when I log in, and the Square-Enix site says it's an error with the playstation network
James Lockwood: do you have any information regarding it or how I can get a fix for it?
Jessica W.: I see, James. I'd be happy to look into this for you today. Is this when you log in on the website, on your PS3 system, or?
James Lockwood: It's when you launch the FFXIV ARR client via PS3
Jessica W.: Was this copy purchased from the PS Store, or from a retailer in your area?
James Lockwood: from the PS Store
Jessica W.: Ah, I see. The error is appearing because the early access opens on 8/24 @5:01AM MST.
Jessica W.: Everyone else has to wait until 8/27 to download it, so you are still receiving the early access to the game, no worries. We're happy to hear you're going to be trying the game out! It's an amazing title for sure.
James Lockwood: Right... I suppose I'm concerned because other people who have taken the same steps do not recieve the "could not find service account" error
James Lockwood: it simply tells them to wait for early access to launch
Jessica W.: Oh, I see. Other people may receive a different message if they got the Final Fantasy XIV code from a store, such as GameStop.
Jessica W.: Because their Account has the code on it, they will receive the message to wait until tomorrow--for PS Store purchases, there is no code you have to worry about downloading or inputting. The code itself will activate instantly once the time for the game opens.
Jessica W.: So you technically do not have the code yet, hence the error message looking different.
James Lockwood: Very well
James Lockwood: I do appreciate your time, thank you Jessica
You know what, there could be some truth to this. Was just chatting with Sony ~~ whether or not this is 100% accurate, who am I to tell but it is slightly comforting.

On one PS3 account I purchased on Aug 13th I'm getting the error message we find in the OP. On another PS3 my friend bought yesterday he's logging in all the way to the part where it says "Please wait until the start of early access"
Both clients are version 2013.08.22.0000.0001. Both clients are 7440 MB in size. So that lends to the idea that this error message could simply be the same as the one my friend is getting. They could have simply coded the wrong error message and perhaps when EA starts it may clear up. (IF) It's only occurring with purchasers from Aug 13-15 who have patched all the way up to Aug 22, which you could only do anyway if you had already connected your Square Enix Account to this PS3 client already.
::edit:: Can anybody else confirm your client version and size?
Either way -- it sounds like a fairly simple fix.
