[dev 1004] Players manipulating first story-quest

I've heard talk and boasting about players using the first main story quest, the escort quest to quickly grind all DOM / DOW classes to 7-9 by using this quest. They will follow the escorted npc and kill the first 3-4 mobs, run outside of range, and do it all over again with bonus xp/sp and within minutes they have finished off all the main classes to get the early abilities.

I propose a cooldown timer. If you fail an escort quest 2-3 times there should be a 6-12+ hour cooldown to prevent players exposing glitches for free bonus xp/sp.
