I think people are still a bit confused on the topic. This is not to gain SP across the zone. This is simply saying that when a party member kills a mob, the members that killed the mob should get SP for it. Currently, if the party leader is out of range, you cannot claim or receive SP for the kill.
I have had many occasions when this has been a problem. Leader dies and bloodports, but whoops, forgot to set homepoint close. The party wants to continue while he runs back to camp, but you can't. You don't get SP.
Party forms in Ul'dah, leader is staying behind to pick up a straggler, party ports to camp early. They can't start fighting because the leader isn't there.
Leader has to go afk for 10-15 min. He stays at the atheryte, but forgets to pass leadership. The party can't continue since he's out of range, and they can't get SP for kills.
Again, not asking for SP across zones, just being able to get SP from a mob you kill when the leader is out of range.
