Ideally, you'd want to choose a world that you have the lowest network latency on for the best experience.
But in terms of community I guess joining the EU Legacy will give you a chance to make friends with experienced players so they can help you out.
I'm personally on Ragnarok, which is the EU Legacy and from my experiences I have not yet run into one single distasteful player, they're all either quiet or a collected people.

Odin or Cerberus!
Of course Ragnarok is your only choice if you want a Legacy server, but if you want to stay away from those I suggest Odin or Cerberus.

But where is your answer based on?I mean you are saying to join one of these server because of what? :P

Here's a good guide. But keep in mind the results may not be the same in the future, e.g. with 1500 people playing simultaneously.
I am on Odin at the moment. It was the only non-full EU server at the time. It made the choice easy
I suspect a similar situation shortly after early access and launch. It may be the case you need to get there as soon as it starts for a choice - esp. If you have friends you want to play with. But who knows.
In the end, as lots of people haven't signed up yet so im not really sure its possible to tell right now, as we dont know what they are like to play with. And if the servers all exisit at the JP or EU+NA one datacenter pings may be very similar. Good Luck

Personal (and statistically not relevant I suppose) experience with the servers and research on some guilds/communities which will call those 2 servers their home, respectively.
A lot of people on Odin for instance (and even on Cerberus, to a lesser extent) really loved FFXI's "international" feel on servers, and are trying to do something similar. Of course it will never be the same (thanks Yoshi-P -___-'' ), but a lot of people share the sentiment so I have a good vibe about it.
As long as you have access to a windows machine this is the best way to see.Here's a good guide. But keep in mind the results may not be the same in the future, e.g. with 1500 people playing simultaneously.
Generally speaking an average of:
- 0-100ms is awesome.
- 100-300ms is good.
- 300-500ms bearable but not ideal.
- 500-750ms noticeable lag.
- 750-1000ms disastrous lag.
Note: ms stands for milliseconds or thousandths of a second, it is the measurement that interprets the speed of ping and accounts for network latencies.
