I will answer your question as honestly as can be. Will you need to re-purchase the game for early access? No and Yes. Technically all you need is the pre-order bonus, and to attain that you do not have to buy the game, but to not buy the game is consider Fraud. Can you live with the crime? Assuming you DO but the game, the registration key that comes with it if you bough the PC version will be utterly useless to you. Don't even bother opening the game, give it away as a gift! You don't need the game.

Its not fraud as there is no binding contract to purchase the game.

fraud (noun)
wrongful or criminal deception intended to result in financial or personal gain.

You are telling the retailer you want to buy the game when you know you don't just because you want something they have for people who intend to buy the game from them.

There will be no prosecute and I don't condemn it, but it is fraud.

Is okay if you want to justify it. I have no qualms with it. But that is a personal gain, you stand to gain from the situation. Don't want to call it fraud then call it deception. Just cause there is an null chance of getting prosecuted for the petty crime don't mean it isn't.

Like I said, I have no problems with it. I think everyone suffering from the issues of region mistake should just re-preorder. People who don't intend to buy however, should consider buying out of ethics.
