I see. Also, that was in Hymmnos, the artificial language of that game, so you were not supposed to xD
Was just quoting a line a hymmnos song starts with in an alternate way. You can see an approximate meaning here. I really like how deep the background for the game is. I wish we knew as much about Eorzea. I guess the Lore section works well for that, but it's still not enough imho. Also crafting. How I wish SE copied the way ar tonelico's system works...

If you search someone who isn't online or is in a duty it will return with no results found, so that could be your problem

Not really.. Just saying that timezone doesn't matter all that much, and that if you want to do Coil during non-US/JP primetime, you'll probably want to try and organise something yourself
