    I saw an update that there are new sidequests or miniquests, but I cant seem to find any.

    Search near the guilds. On your mini-map you will see !'s inside of bubbles. those are your NPC's

    In reference to patch 1.17 - it hasn't come out yet.

    If you're talking about the older ones from 1.16 then you'll need to explore the cities to find them. Also, you'll need to be high enough rank to unlock them. I think the lowest are probably r10.
