Have you tried Firefox or Chrome? If you do, the browser must be set as your default browser or it will continue to use IE.
Also you can try to click "yes" or "no"

I'm afraid that won't help, the launcher uses one of the Microsoft web browser controls, which in turn uses the Internet Explorer engine. I imagine they did this because it simply makes it easier for SE as everyone on Windows should have that (and I guess the assumption is that everyone has it up-to-date).

pW-Pure, this might help though:

In your "Documents" folder navigate to:

My Games\FINAL FANTASY XIV - A Realm Reborn

Open the FFXIV_BOOT.cfg file in notepad (just open notepad then drag the file into it)

There's two lines for EulaAgreement and B4EulaAgreement, simply change the 0 on those lines to a 1.

Save and restart FFXIV and it should skip over the EULA.
