As per Yoshida in the live letter...

From a lore-perspective, Good King Moggle Mog XII is not a primal and is introduced as a sort of fairy tale which became real due to the effects of the Seventh Umbral Era. Due to this, we have to have a proper story for his appearance in ARR, and we will be implementing this via a scenario in patch 2.1.

I am counting a little more than 9

    Earth: Titan
    Fire: Ifrit
    Wind: Garuda
    Water: Leviathan
    Ice: Shiva
    Lightning: Ramuh
    Odin
    Behemoth
    Elder Primal Bahamut

We know Siren will be in the game.
    There's Midgardsormr

don't know if I'm forgetting any others at this moment.

We've also seen concept art for mobs I /assume/ are primals, but may not be. They do usually appear as espers/avatars/aeons/whatever that particular FF calls summons. We've seen Typhon, Fenrir, Amon... concept art that's been repeatedly assumed to be Siren though I don't think that's been confirmed... I'm sure there are others I can't think of at the moment.

(this is my conjecture, so you can choose not to believe it)
I'd say Siren, is most likely the primal of the Mamool Ja, since Yoshi-P hinted they could have a summon later.

Just in my opinion, I'd say Fenrir, and Nidhogg are more like Midgardsomr, are not primals, but deities.

We know Eorzea will have: Ifrit, Garuda, Titan, Shiva, Leviathan, Ramuh. Bahamut and Odin don't really count as far as the elemental associations go because they are elder primals.

We could add in Alexander, Valefor, Anima, Quetzalcoatl, Ixion , maybe bring in Brynhildr and Hecatoncheir from XIII, love the lore they came from, didn't really like XIII summons though.

The mere fact that Othard has/had primals gets me pretty excited.

From What I can figure. the Primals are "Embodiments" of the element By their Worshiper, so it only goes to assume that figure would take on the form of what that culture believes it to be. While channeling the energies of fire. one tribe may imagine Ifrit. while another across the sea may picture him as a Giant lizard. and a third still may picture a giant baby who farts flame. it is all in their eyes. so when the energy manifests that is the form they give him. thus explaining the overlapping elements.

Midgardsromr left a corpse.. Primals don't do that.

Behemoth is the first thing we see in the "Primals unleashed" trailer.

If Primals are only the manifestation of their follower's belief then why do they seem have dealing with the Paragons themselves before they were even summoned into the world in corporeal form? It seems the Paragons have methods of communicating with the Primals while they're still part of the planet's aether and that would imply that Primals' consciousness are still active in that state and they might be much more than physical manifestation of the element shaped by belief. I find the whole matter intriguing and I'd definite love to see how this relates to the Twelves.

Yoshida specifically said that King Moggle Mog is not a Primal in Letter from Producer VII. While he is summoned the same way as the Primals are, he is apparently not one of them. I have no idea what the difference is though.

    Ifrit: Primal of the Amalj'aa.
    Garuda: Primal of the Ixal.
    Titan: Primal of the Kobolds.
    Leviathan: Primal of the Sahagin.
Good King Moggle Mog XII: Primal of the Moogles.
    Ramuh: Primal of the Sylphs.
Shiva: A confirmed primal of an unknown Beastkin to the north. All that is known is they are very large and have an icy demeanor.
Odin: described as a roaming Elder Primal.
Bahamut: primal of the Dragons; Bahamut used to be incarcerated inside Dalamud.

Midgardsormr was killed in the Battle of Silvertear Skies and its seal on the aether beneath Silvertear Lake was broken.

Out of all the beast tribes, Goblins and Qiqirn are the only ones whose primals are currently unknow
