Unless you care about cosmetic sets, there is really no reason why Allagan needs to hit the accuracy cap. Just swap in a few pieces of AF2. It's actually easier that way anyway. It would take ages and a ton of luck to get full Allagan. If I remember correctly you have a couple options. You can get the relic weapon, AF2 pants, and a couple pieces of jewelry with accuracy or you can get the relic weapon (or AF2 Pants), AF2 Chest, AF2 Belt, AF2 Helm, and a couple pieces of jewelry with accuracy. Basically the accuracy gained through the relic weapon/af2 pants accounts for the difference in getting 3 other pieces with accuracy.

In my opinion the easiest way to go is R+1 Weapon, AF2 Helm, AF2 Chest, Allagan Gloves, AF2 Belt, Allagan Pants, Either boots. This gives a total of 438 accuracy before jewelry, from which you can easily hit the cap. This is so easy because common belief is Allagan chest is a T5 only drop (same with weapon, obviously).

I think the best set will be Allagan Wep, Helm, Chest, Gloves, Belt, Boots. AF2 Pants. Allagan DRG Neck, AF2 Earrings, AF2 Bracelet, Allagan MNK and DRG rings. This gives us a total of 469 accuracy, enough to cap off with food, 488 str, 490 crit, 301 det, and 373 skill speed. Who knows if my math is correct. I much prefer Det and Crit to skill speed, because skill speed natural DR through TP sustainability.
