RNG is normalized once the duration is significant enough (any end-game fight). That's how probability works.
You can add a definite value to crit despite it being a chance-on-hit stat. For example, over the course of 10,000 hits with 30% crit, you will get a number very close to 3000. The deviation will be negligible and you will get what you paid for in getting to that crit %.

I don't know Rapiso's tool and I'm not sure I would put value in it to make such a comparison between the two stats. Maybe the margin error is low enough to warrant it, maybe it's not.
Crit is not really about luck though, unless you're talking about a specific window of combat.
