15 determination would be outright increasing damage, the crit amount would only have crits happen a little bit more. IMO the determination is much better.

Use this tool, it's not 100% accurate but you can notice there is a 10-20% gain difference between 21 crit and 15 determination depenfing of your stats, even if you take into consideration Bootshine and the calculator's accuracy, I don't think determination can be better.
