Well, last I've heard from EVERY source ever, you need to reach a minimum of 400 skill speed to optimize your combos. The previous best in slot setup was over that mark as well.

This is definitely not the case.
Twin Snakes is 15 seconds now not the 12 seconds it used to be.
You never needed 400+ GCD to get 6 GCD in 12 seconds for buffs because of the delay between skill activation, skill animation and skill application.
The BiS gearsets never took into account a minimum Skill Speed.

A "guide" that has incorrect spelling and 0 explanation or maths is just an opinion. The accuracy requirement is incorrect and it weights Determination as the same as Crit. Pretty all the information is incorrect.

I'm not seeing a single bit of misspelling, and gives explanation as to how things are weighted, as well as why they have that priority. The accuracy requirement is spot on, and mentioned that Det and Crit are around the same priority, not the same weight.

Well, here I am telling you that it is definitely not the case. I don't even remember the last time I had more than 400 skill speed. I also don't remember the last time I fit less than 5 skills into PB unless the target moved or something.

I have skill speed on only my allagan boots of striking, leaving me at 356 skill speed, and in any fight I do I can easily fit 5 weaponskills into PB.

Yeah, I don't know where people are getting this 430 required Skill Speed for 5 PB attacks from. I've got like 380 if that, and I get 5 PB attacks in everytime unless the target moves way off (like on a wild pull or something).
