Mh, I don't now. I mean, it is possible. If it was a recent decision contrary to the original plans, maybe something went wrong, like so:

    1. The "bug" was first reported in Beta 3 when we could test the import of our chars for the first time, then again during Phase 4 and finally during headstart.

    2. They planned on fixing it in some way and did so after Phase 3 was over.

    3. In Phase 4, the fix didn't work as planned, plus now they only had 1 more week until launch and the trouble with the servers started.

    4. The server congestion and troubles only became even bigger during headstart, which was obviously the highest priority to fix.

    5. By the time the additonal server structure came online during the wednesday downtime, it was deemd too late to attempt to fix the bug since people had started playing with their characters, and since there was no way for them to fix it without resetting the chars to the last 1.0 savestate (which surely would have pissed off a lot of people as well) they chose to change the official prereqs and hope not too many people mind it.

But since some adamant still people wanted a clarification and kept at it, they finally decided to give a statement that maybe wouldn't please everybody, but enough people so that they could chalk it off as an issue.

I mean, honestly, how many people would be okay if their 1.0 chars were reset again, even if it would fix the bug and make them experience the story as it was originally intended? I would, but I doubt many others would see it the same way.

Mind you, all of this is pure speculation on my part, in my case born out of a severe dissapointment. (I play the game for the story and to be in a game with my guild. And the story part has taken a severe hit, since I simply cannot enjoy the story as I would like to.)

    My suggestion to SE:

Allow people who have a legacy character of at least level 20 in one base class (since this would be about the level at which you finished the city story and met Minfilia for the first time if memory serves correctly) and still want this "fixed", even if it is not seen as a bug by you, to open a ticket with support or otherwise get in contact with you and specifically ask for their chars to be reset again and flagged appropriately so they experience the legacy version of the story. The amount of people will likely be low, so not too much extra work. You could do it during one of the next downtimes, so you wouldn't have to take down the servers specifically for it.

Now, some will say "this would fix it early on but the story later on with the Legate etc. won't make sense", which is true. But I believe it should be the peoples choice, not SE dictating it. Plus, I can far more easily believe that some NPCs in late story mistake me for someone else than it is for me to believe everyone and their pet chocobo have completly forgotten about me, including myself appearantly (as I never speak up about it).

Of course, it would be even better if they split it in half and made it so that every 1.0 char is treated as "known"/"remembered" by the early NPCs up to Minfilia and only after that point, it depends on finished quests. This would be a good compromise in my book.

Anyways, I strangely find it more interesting to talk about this here on the forum than to actually play right now. Makes me sad, really, but as a story junkie, it is very hard for me to just look past it.
