I got the same error and fixed it through the following:

I'm assuming you have some version of Windows 7. If you right click ffxivboot or anything else in the boot folder, it might say "This file came from another computer and might be blocked to help protect this computer." Unblocking does exactly dick.

Okay now onto phase 2. If you don't have Enterprise or the other expensive version, (likely you have Home Premium or Basic) then we can't use gpedit.msc to make sure this isn't blocked permanently. So you have to edit the registry.

Disclaimer: if you don't feel comfortable doing this, don't. It is a modification of one entry in the registry: to not save the zone information from files you download off the internet.

Download the following files from this thread: do_not_preserve.reg and default-preserve.reg (you will have to register on this forum). http://www.sevenforums.com/general-d...tachments.html

Particularly, you want the one that says "Do Not Preserve." The other one is to revert it in case you want the old functionality back. Double click it, go through some prompts, then re-download FFXIVsetup.exe. Uninstall FFXIV completely from your computer--delete the files in Program Files and My Documents/My Games. Run the installer. Watch it patch without errors.

    Problem solved.

Bullshit that SE can't figure out a way around this though.
