    I wouldn't say they are "off-CD abilities" They still have a "cast animation" that can delay your other shots. ATM at my level, I try to fit them 1 at a time in between GCD shots.

    Well, yeah, they have the animation lock, but you can still use them while everything else is on CD. That's more what I meant.
