They "Claim" it has been fixed but it actually has yet to be resolved.
Same here, not working for me either.

Still can't switch my NA code for an EU code. I do live in NA, but I got an EU account since my beta key was EU only...
If you bought a NA copy of the game you won't be able to use the account once August 30th come and it request your registration key. I hope you imported an EU version of the game if you intend to stick with that account, even then I don't recommend you do so because of billing. How will you pay in Euro with an NA bank account?
My suggestion? Get rid of your EU account and start over with a NA account. You can use the pre-order bonus code you have and the downside is you have to start over, but 3 days is easy to recover than finding out your screwed in 6 days from now and having to start over 9 days worth of gameplay.

The best way I can answer your question is to go to your Australia stores, be it online or local. Check the rating system on the game box. Is it ESRB or PEGI? ESRB is NA, PEGI is EU. If Australian version of the game has its own classification then I have no idea.
He needs to import it because he needs a registration key. Be it a digital version or physical, he needs to get an out of region copy of the game. Please don't sabotage his future in this game because you want to take his code.
