You need PUG to unlock Dragoon. With DRG 50 your Sub's (the ones which skills you can pick even with equiped Job Soul) is PUG/LNC, that should confirm it. No?

In 1.0 your second Subclass was archer. They changed that with beta phase 4 i think.
