It's used for fishing.

Most bait can be purchased from the vendors in towns and hamlets from the vendor that has a Tools category. As posted above, they can be purchased in Aleport and possibly some other locations around the same level as that area.

I need to remember this I was on the lvl 15 fish quest too looked all over for rat tails. X_x is it the 24th yet??
