I don't understand why enemies in the world always stop one level before the cap.. The ONLY enemies in the game at capped level are the water sprites at Urth's Fount. Other than that, everything is lv49.
Then we have Heavensward. Why is the entirety of Azys La lv59? What's the point of having this area FILLED with enemies that are the same level and likely same HP? Same with the Hinterlands. Lv59 enemies near ------'s Cave. Why just lv59? There can't be any lv60 enemies anywhere except for passive B rank hunts and A-S that you rarely encounter alone?
Also, how about above 60 enemies? How about some lv65s or lv70s?
