I imagine it's an attempt to keep the forums from being so flooded as they were in 1.0. Perhaps encourage people to look around and see if a similar topic has been made before creating a topic, and to use the like button rather than making a post that says "I agree with this." Not saying I like it per se, just offering a possible explanation.
