    Most People messed up with the starting City, and that is the only thing they won't let you change again.

    If they let change you anything. They just stated that ppl that where affected by that bug will get that chance. Anybody who rushed through and didn't really care about it and made mistakes gonna have to deal with their chars till they can use a phial
