What about that other game, where your starting city is determined based on what race you choose?
The only reason people are making a fuss about starting city being chosen based on starting class is because it's different from 1.0. It isn't worse or better. It's only different, and people don't like stuff to be different. But they'll get over it in a couple weeks.
In the end it won't matter anyway because after level 15 you get to travel to all 3 city-states and around level 25 you choose a GC...What about that other game, where your starting city is determined based on what race you choose?

I had the issue, I couldn't load my Phase 3 data upon character creation, but was given the option to upon hiring a Retainer. Luckily, I put benchmark on my PC and recreated my character from a picture a friend took for me in Phase 3, only mistake I made was my eye color, which I can live with for a month, if I have to.
I find it funny that my new city state is Limsa yet when i call my legacy chocobo it has the uldah grand company logo on it :P
By now I do not think they will let you redo starting city. At this stage it is not possible because that means you essentially have to start over and it is too complicated to reroll one character especially because that character may have joined a free company or linkshell. And if he stored his gear in the fc chest and tried to take it back out.
I do understand it is easy to make that mistake. Heck, I almost made that mistake after I finished editing my character but luckily it happened when the server was busy so I didn't complete. All I can say is try to enjoy the story or skip it up to the part you are able to go different nations and then just join the grand company of your city you liked.
its not very hard the only indication of a starting city is in the character sheet that's all they have to change one icon. Unless you want to start over from a new starting city then your SoL because i doubt they could single out and roll back just one character.

Appearance and Name change for those who had these issues
So no changing of the starting city since that is only possible before you start your first job.

We have confirmed an issue wherein players were unable the load their character data from the official benchmark when changing the appearance of their FINAL FANTASY XIV version 1.0 characters.

The problem is, they spent several phases of Beta and a Benchmark showing us the new character creation system. Then they turned around and changed the process for returning 1.0 characters, skipping the class choice entirely. It’s a little ridiculous to expect everyone to realize that the class they started with (for some of us back in September of 2010) would be the one automatically applied. It’s not like they show you equipped with the class weapon while editing your character. It should have been the last choice to be made just before final confirmation.
I started 1.0 as a THM in Girdania and that’s my starting city, it’s even on my CE Right of Passage. Luckily I had been warned by others before I logged in that the class I was before the final save wouldn’t be the default. Otherwise I wouldn’t have figured out how to switch to LNC and would have been forced to start in Ul’dah.
