I am wasting one of my 20 posts to agree with OP. This is important and he has easy to implement effective ideas.

These are all good ideas, but I personally would like a separate window where my buffs and debuffs would show up. Kinda like Dotimer from that game that must not be named :P

This sounds more like something for add-on in the future. I like it.

I also feel like the last thing some players want is more windows =.= so it should be optional with a less encumbering option to see your DoT and enfeebs.

Think of it like this: You'd have an invisible "window" that you could move at will and place where you like it most and inside it would be your dots and buff durations (an icon with a number beside it) and also you could resize it and such.
