Similar to reaching high crafting stats, you really need the Luminary or level 50 main hand tool, HQ militia off hand tool, HQ AF, HQ accessories. After that a little bit of tier 1 ~ 3 materia will let you reach 580 GP. A food boost to GP will then let you reach 600 so you can activate 2 of the 300 GP skills if you need to. It would be possible to get to 600 GP through materia alone, but the cost could be prohibitive.

Don't forget a little Perception materia to hit at least 320 for a starting chance at finding HQ items out of level 50 nodes.

Of course, you don't absolutely need 600 to find HQ items out of level 50 nodes. If you know where to aim already you can bypass your Toil skill and just sacrifice the first swing to make the item reachable. So you basically get 5 attempts to get items instead of 6.
